Olympic trials 2012: Galen Rupp and Mo Farah set for two long-distance clashes in London

Rupp, who had already sealed his Olympic place with his 10,000m triumph in a US trials record last Friday, will now be able to keep Farah company in both long-distance races in London.

"I look at it as a great opportunity," he said. "We're both going to be up there for the medals. Afterwards, we're still going to be friends.

Allyson Felix and Jeneba Tarmoh, who finished in a dead heat in third place in the 100m last Saturday, also progressed to the 200m semi-finals but made no comment about how they intend to resolve the issue of who will get the third 100m spot at the London Games.

The two women been offered the choice of a run-off or the toss of coin but they will not make any decision until after the 200m final.

What Mexico's Election Means for the Drug War

Mexico is winning its death match against the drug cartels and rebuilding once-corrupt institutions in the process. But an election is approaching, and the candidates are calling for a truce. Mexico can take its place in the sun, but only if it wipes out the cartels for good.

U.S.-Mexico security cooperation has been strikingly close and effective during the tenure of Mexican President Felipe Calder?n. A country that had traditionally seen the United States as the principal threat to its national security has come to accept its northern neighbor as a partner in the battle against organized crime. Mexican intelligence agencies and naval units now collaborate closely with U.S. security personnel despite the historic reluctance of Mexico?s highly nationalistic military establishment to do so. At the same time, the United States, a country that had traditionally seen Mexico as a weak and unreliable counterpart, has learned to see its southern neighbor as an increasingly trusted associate. The United States now willingly shares sensitive intelligence with Mexican officials, playing a critical role in improving the effectiveness of Mexican counternarcotics operations. Just a generation ago, this would have been unthinkable.

Yet this could change after the Mexican presidential election, set to take place on July 1. The recent era of cooperation relies on an unusual coincidence of national interests and close personal relationships, rather than on a permanent, codified set of formal agreements. Relying on personal chemistry and common interests, which are liable to be interpreted differently by different governments, makes bilateral cooperation vulnerable to the policy and personnel changes that will come with a new administration in Mexico, regardless of who wins the election. (Enrique Pe?a Nieto of the Institutional Revolutionary Party, or PRI, has enjoyed a substantial lead in the final polls and is favored to win.) Moreover, because each of the main candidates has promised to redefine Mexican security priorities, focusing more on fighting organized crime than on cutting off the flow of drugs to the United States, the transition to a new administration will likely damage trust between the two countries, which will in turn threaten to weaken security cooperation. Policymakers on both sides of the border must prepare for this thorny transition in order to mitigate its impact on their shared struggle against organized crime.

According to a March 2012 poll by Consulta Mitofsky and M?xico Unido, the vast majority of Mexicans believe that the government must bring organized crime under control and support the use of the military in this fight until effective police forces are available. But their central concern is reducing violence and crime, not drug trafficking, and less than a quarter of the public says that the government?s current strategy is working. That is understandable: Since Calder?n took office in late 2006 and declared war on the country?s drug-trafficking organizations, Mexico has seen a dramatic increase in the brutality and frequency of organized crime?related murders (over 50,000 and counting) and an explosion of kidnapping, bribery, extortion, and robbery.

Despite stump speeches devoid of detail, all three leading contenders -- Pe?a Nieto; Josefina V?zquez Mota of the ruling National Action Party (PAN); and Andr?s Manuel L?pez Obrador, who represents a coalition of left-leaning parties -- have signaled their intention to implement three core policy changes, albeit somewhat differently, in deference to these public demands and informed by the successes and failures of the Calder?n strategy.

First, the next president will likely build up Mexico?s weak state and local law enforcement, prosecutors, and penal systems, without which the battle against organized crime cannot be won, and will welcome U.S. collaboration in the process. This will be coupled with a greater emphasis on rebuilding communities and creating job and educational opportunities for at-risk youth.

Second, Mexico?s next president will continue the current strategy of countering violent organized crime organizations with force. (This is true even of L?pez Obrador, whose pragmatic streak should override his campaign promise to return the military immediately to the barracks.) But this method will be more targeted than in the past. The Calder?n years demonstrated the government?s inability to combat all of Mexico?s crime syndicates on multiple fronts. The new administration will instead concentrate its limited resources on the country?s most violent regions and activities, such as mass killings in public places. Drawing on lessons from outside of Mexico, the government will seek to bring together community members, law enforcement officials, and prosecutors in particular neighborhoods and target specific criminal groups. Since several U.S. municipal police forces have had great success with such an approach, this strategy offers another opportunity for bilateral security cooperation.

The third anticipated policy shift, however, could present a challenge to the U.S.-Mexico relationship. All three leading candidates have promised to shift the country?s crime-fighting priorities away from arresting drug traffickers and seizing drugs and toward stopping the violence associated with organized crime. This is what the Mexican population demands, and it also turns out to be what the country needs. But this modified perception of Mexico?s national interest could produce tension with Washington, where stopping the flow of drugs into the United States continues to be the top priority.

The Latest Real Estate Foreclosure News is In: Equifax - Only Two ...

New foreclosures and good prices are quickly going away. The smart buyers are snapping things up now to lock in the best cash flows before prices move up. What investors buy now will be very shrewd investments and investors will be thanking themselves in a couple years for every property they picked up.


The number of home owners with severely delinquent mortgages ? 90-plus days past due or in foreclosure ? fell 37 percent in May compared to its peak in January 2010, according to a new report out by Equifax. Seventy percent of those delinquencies are loans opened between 2005 through 2007, Equifax notes in its May National Consumer Credit Trends Report.
"That severe mortgage delinquencies are trending downward is not surprising given generally improving economic conditions," says Amy Crew Cutts, Equifax chief economist.?"What is surprising is that even with the foreclosure moratoriums and the slow resolution of foreclosure backlogs, the downward trend has been a steady, consistent drumbeat of recovery. If this pace continues, we expect the volume of severely delinquent mortgage balances to return to mid-2007 levels by the end of 2014."
According to the report, severely delinquent non-agency loans have seen the largest drops. Non-agency severely delinquent loans fell 45 percent in May to $320 million compared to its peak in January 2010 of $580 million. Meanwhile, agency-sourced mortgages ? those that are backed by Fannie Mae, Freddie Mac, the Federal Housing Administration, and Veterans Administration ? declined 9 percent in May to $130 billion compared to its peak in January 2010 of $142 billion.
The report also showed that mortgage write-offs have dropped 28 percent in May from their peak in 2010. Also, home mortgage balances have fallen 12.5 percent to $8.6 trillion compared to its record-setting $9.8 trillion reached in October 2008.

Athens, Ga. Weedy plants, many introduced to the U.S. for sale through plant nurseries, are responsible for extensive environmental damage and economic costs. Although legislation restricts the introduction of certain species, the procedures used to select species for inclusion on the restricted list are haphazard and out of date.

To meet the need for more systematic weed risk analysis, researchers at the University of Georgia Odum School of Ecology and the University of California, Davis have developed a "cost-sensitive" model to determine when importing a given plant is worth the risk. Their work was published in the May edition of the journal Ecosphere.

Although the problems caused by invasive plants are well known, Odum School postdoctoral associate J.P. Schmidt, the lead scientist on the study, said the U.S. has historically placed very few restrictions on the import of plants.

According to UC Davis economist and study co-author Mike Springborn, "our approach represents a shift from the current practice of scrambling to address invasives only after they are already established. In this paper, we develop tools for making informed decisions ahead of time about which plants have an acceptable level of risk given their anticipated benefits. We now have the combined biological and economic tools to take an informed look before we leap with trade in new species."

The model uses statistical procedures to assess how likely a plant is to become a weed. To do this, it compares the estimated probability with the average costs of a new weed and the expected losses from foregone sales of non-weed species that are presumably safe. Using the model as a screening tool, the researchers say, would provide a net economic benefit of at least $80,000 to $140,000 per species assessed, which could translate into tens of millions of dollars in total.

Had the proposed screening system been in place historically, they calculatedusing just low-end estimates of invasive species damagesthat one third of the most noxious species could have been excluded. To realize this benefit, only 15 percent of potential introductions would need to be prohibited.

At its core, the model consists of two parts. First, the researchers sought to identify a small number of plant traits that could be used to predict invasiveness.

"Amazingly, we found that just four traits could discriminate pest from non-pest species with an impressive degree of accuracy," Schmidt said. "Namely, pest species tend to have some combination of the following traits: seeds that are in the mid-range of seed sizes, that have higher chromosome counts than their close relatives, that have affinities for both wetland and upland habitats and that have large native ranges."

"Second," said co-author John Drake, an associate professor at the Odum School, "we asked where to draw the proverbial line-in-the-sandin this case the line between probable pests and probable non-pestswhich requires accounting for the value of the ornamental plant trade and the costs associated with weeds. The economically optimal decision rule is the one that settles that line where it exactly balances the costs from invasion with the benefits from trade."

Schmidt explained that the cost of mistakenly keeping out a non-invasive plant was far lower than the cost of mistakenly allowing an invasive plant in.

To make these results equally accessible to scientists, decision-makers and the interested public, the researchers then encapsulated the resulting decision rule in a series of four graphics. Every plant species can be placed somewhere on these diagrams. The location on the diagram indicates the economically optimal policyeither to admit or deny import.

Although these methods were developed to aid decision-making about potential plant pests, the techniques used may be helpful for other problems in environmental management, for instance in prioritizing rare species for conservation.

Results from the analysis inspired a companion study by Schmidt, Drake and Odum School assistant research scientist Patrick Stephens, in the journal Ecological Applications, which contrasts invasive and rare plants of North America.

Using a much larger data setthe roughly 15,000 species native to the U.S. and Canadathis second study developed predictive models to distinguish species classified as pests together with rankings developed by the Nature Conservancy concerning extinction vulnerability.

"In summary, decisions about allowing plants into the U.S. are being made every day," Schmidt said. "Our models could help to better guide those decisions, potentially saving tens of millions to billions of dollars in costs associated with plant invasions."

Although these methods were developed to aid decision-making about potential plant pests, the techniques used may be helpful for other problems in environmental management, for instance in prioritizing rare species for conservation.

Results from the analysis inspired a companion study by Schmidt, Drake and Odum School assistant research scientist Patrick Stephens, in the journal Ecological Applications, which contrasts invasive and rare plants of North America.

Using a much larger data setthe roughly 15,000 species native to the U.S. and Canadathis second study developed predictive models to distinguish species classified as pests together with rankings developed by the Nature Conservancy concerning extinction vulnerability.

"In summary, decisions about allowing plants into the U.S. are being made every day," Schmidt said. "Our models could help to better guide those decisions, potentially saving tens of millions to billions of dollars in costs associated with plant invasions."

If you watch TV or pick up a paperback sooner or later you are bound to come across a psychic detective (a psychic detective is a person who investigates crimes by using their claimed paranormal psychic abilities). The first psychic detective appeared as early as 1897 in the form Flaxman Low who was invented by mother and son writing team Kate and Hesketh Hesketh-Prichard.

More recently TV viewers in Australia, Japan, America, Canada and the UK have been treated to the series Psychic Detectives or Psychic Investigators (the program name changed according to the country in which it was shown).

The programme follows cases in which real-life psychics try to help the police with their investigations. The series isn't too popular with sceptics who claim the psychics involved have made exaggerated claims of events. Whilst this might make good TV the series raises some questions; can psychics really help solve crimes and do the police ever resort to using psychics to help their investigations?.

Psychic Sleuths, a study of the subject by Joe Nickell PhD suggests that psychic detectives were not particularly effective; many gave uselessly vague information that could be made to fit the case after it was solved but that would have been no use to the police investigating the matter whatsoever.

Some cases however were more intriguing than the others. In 1980 a nurse went missing in LA, at the time an ordinary woman who was not a professional psychic claimed to have a vision of the nurse's body. She was able to point the area on a map where the unfortunate nurse's remains were and even arrived at the scene before the police. Nickell claims the woman could have found out about the murder site before the police as a local man had already boasted about killing the nurse. Whatever the truth of the situation a number of people have claimed their psychic abilities have allowed them to assist police in solving cases.

Most police departments say that they do not keep records regarding such activity or seek out such help. Nevertheless, there is some evidence that despite their reticence the police aren't adverse to seeking a little extra-sensory help from time to time. One former Detective Senior Constable of the Australian police; Jeffrey Little, has said police do use psychic detectives "even though they officially say they don't".

It seems the police in NSW have used psychic Debbie Malone on a number of cases. While no evidence she has supplied has solved murders or missing investigations on it's own she has been asked to corroborate theories. Little, in reference to one case she assisted on, felt her description of what happened was "exceptional", other officers also had been impressed by her assistance, while yet other NSW officers felt she had not helped solve any cases. Sergeant Gae Crea and Detective Sergeant Damian Loone, state that she did not give them anything the police and the public didn't already know.

Perhaps more interesting are the cases where the police did not listen and clearly should have. In 2001, the body of Thomas Braun was located by Perth based Aboriginal clairvoyant Leanna Adams in Western Australia. Police had initially been unable to find the body. Braun's had been told to contact Adams, an Aboriginal psychic who lived in Perth. The Braun Family had requested police to conduct a search based on Adams' directions but they had not assisted. Adams went to Alice Springs in the Northern Territory, and took the family members directly to Braun's remains, a spot high on a ridge west of the town, some 20 kilometres out. The remains were not immediately identifiable but the police later confirmed the remains to be his using DNA testing.

In the UK the Police have also officially pooh-poohed the idea of using psychic help and in 2009 the Metropolitan Police categorically denied using psychics to assist them with their cases. Later, emails were published that suggested they had used psychic helpers on investigations. The shame faced Met issued a statement which read; "We do not identify people we may or may not speak with in connection with inquiries. We are not prepared to discuss this further."

(Location maybe? I've never been to TN let alone memphis so the address means nothing to me).

So sure, Steve probably got himself a deal from the government who were and are desperate for money on a house that wasn't going up in value any time soon. Whether or not it was actually an unfair deal is much harder to say. When housing prices are falling expect to get less than you were asking, and less than you appraised for.
